Debora Allen was elected on November 8, 2016 to serve as a Director from District 1 on the Board of the Bay Area Rapid Transit – BART. With 25 years of financial management experience in private industries serving in various roles such as Chief Financial Officer, Chief Executive Officer, Tax Manager, Auditor, Controller and Business Owner, Debora Allen is well-known as a hard-working, dedicated change agent who takes on the most challenging problems and emerges with thoughtful, strategic solutions. As a business leader, she has worked tirelessly on formation, operational process improvement, financial management and analysis, mergers and acquisitions, government audits, and executive coaching for businesses and non-profit organizations.
In 2011, Debora decided to contribute her experience, knowledge, and passion for process improvement to local government. Debora was appointed to serve as a Board Trustee on the Contra Costa County Employees Retirement System (CCCERA) by the Contra Costa Board of Supervisors. Over the last 5 years, she has spent hundreds of hours in pension-related training programs studying institutional investing, actuarial calculations, and board governance. Training programs included work at the Wharton School of Business and Stanford University. Debora has also served on multiple non-profit boards throughout her career.
With a Bachelor of Science degree in Business Administration and Accounting Concentration from California State University, Sacramento, Debora started her career as a Certified Public Accountant for KPMG, where she gained experienced in both the audit and tax disciplines of public accounting. She has completed 80 percent of the coursework required for a Master’s Degree in Taxation and has certificates in Institutional Investing from Wharton. She holds a CPA license (voluntarily inactive) in the State of California.
Debora and her husband, Timothy Allen, have lived in Contra Costa County since 1987. They spend much of their time hiking, biking, fishing, gardening and enjoying the beautiful environment in which they call home near to Mt. Diablo State Park.
